Is this VHF frequency (144,475 MHz) a maritime mobile beacon aboard a vessel or is it a two way simplex working frequency in this contest? I am not at all sure but I think this frequency used to be in the beacon section of the 2 meter ham band according to the IARU VHF bandplan. I am, however, not sure whether the frequency is exclusively allocated for beacons nowadays and do these 2 meter beacons still exist at all.

Yes , it is. When you dont have "Amateur radio license- or HAREC by Finnish or Estonian Technical Surveilance Authority" you can use only PMR 446Mhz channel 8.00

OK, then let's give a try on 2 meter band (too). I assume Your /MM station will use vertical polarization. My /P land mobile station will be a 5 W TRX with a vertical dipole. QTH is undisclosed at this time but I assume, however, that it must be somewhere in souhtern Finland.

Regarding the issue of 2 meter VHF beacon segment I found the following IARU Region 1 band allocation recommendations (page 39)

Vertikal polarization VHF and PMR 446Mhz.
Thanks for information.
Output power 1W-5W VHF.
PMR 446Mhz only 0,5W and 5db antenna

I shall be at Kulomäki in Hyvinkää as even this is rather long journey for me (over 450 km roundtrip) and I am not going to go to Kirkkonummi or Espoo which both would otherwise be quite feasible QTH's for this Seabattle. I think Zero from Hyvinkää will come along, so (hopefully) Zero and I shall be activating the Kulomäki (artificial) hill. Our callisigns are OH2EKI and OH2JIN on 144 MHz VHF and ZERO or 56P77 respectively on PMR-446 UHF. In case Eki is able to attend we will have a second 144 MHz station as he probably takes his Yaesu VX-8E APRS walkie talkie along.

After the event we will try to reach some Estonian stations on both bands (145,500 MHz and PMR-446 ch8.00 respectively) as well as test the spx-repeaters Keri Saar 6.00, Tallinn 3.00 and Keila 5.00. This time we do not have any CB or 10 meter gears with us as there are constant S5 QRM levels due to some failed high voltage isolator.

I should like to point out that last time Eki and I tested the PMR-446 units at Kulomäki we most certainly heard Ambur calling stations in Helsinki metropolitan area. During the last Sea Battle event on February we heard someone calling "haloo, halloo" or "aloo, aloo" and the transmission most probably did not originated from Finnish soil.

I was at Kulomäki in Hyvinkää (in heavy rain and temperature was +12 centigrades, visibility reduced due to fog) and I started signal checks at 6.30 (0330z) with both PMR-446 and 2 meter VHF. My strategy was calling in five minutes intervals on both bands, i.e. I called first five minutes on UHF and during the next five minutes slot I called on VHF. No joy. I have to say that I strongly doubt the signals You heard on 145,475 MHz would have been mine. I should have heard Your signals or at least some alternation on noise levels while the FT-817 has a relatively high performance receiver. The VHF signals You heard most certainly were not from Hyvinkää nor Helsinki metro area.

Unfortunately no joy (once again) but I managed to silence (hopefully temporarily) my friend OM Eki on all three bands (50/144/433 MHz) as I bought his Yaesu VX-8E APRS walkie talkie transceiver. So on next Seabattle or on any other international event this summer (I do sincerely hope we shall have lots of common events this summer) on Gulf of Finland I am going to occupy some bird watching tower on the coast. Anyway, this series of tests from Kulomäki have proven the fact that it is not feasible site contacting Estonia on PMR-446 despite the site looks like optimal one while map data is considered. Anyway the other QTH of the Estonian and Finnish PMR-446 record QSO was actually Kulomäki in Hyvinkää.
